The Department of Science and Technology’s (DOST) 3D mapping project called Disaster Risk Assessment, Exposure and Mitigation-Light Ranging and Detection Technology (DREAM-LiDAR) won the prestigious Geospatial World Excellence in Policy Implementation Award for 2014.

DOST Secretary Mario Go Montejo and DREAM program leader Dr. Enrico Paringit received the award on May 8 in Geneva, Switzerland.

A component of the Nationwide Operational Assessment for Hazards (Project NOAH), the DREAM-LiDAR addresses and helps mitigate the effects of flooding disasters in the country. This is doesby collecting precise geospatial data with ?LiDAR? to produce detailed topographic information that will enable the creation of more accurate flood inundation maps. Led by Dr. Eric Paringit, DREAM-LiDAR is by far the biggest single project that a research unit in the entire University of the Philippines system has ever undertaken.

Every Juan dreams of getting real-time weather data anytime, anywhere. The DOST therefore invested on a research project that will empower every citizen to make critical life-saving decisions using intelligent data from state-of-the art technology such as LiDAR (Light Detection and Ranging). This is the Disaster Risk, Exposure and Assessment for Mitigation (DREAM) Program.

The DREAM introduced the use of LiDAR technology in generating high resolution 3D maps for hazard assessment and flood modelling. With the help of UK scientists, the DREAM team, led by Dr. Enrico C. Paringit of UP-National Engineering Center (UP-NEC), learned LiDAR technology, executed data acquisition, processing and validation in the last two years, and now transferring the results for use of LGUs and NGAs for infrastructure planning, resource assessment and post-disaster rehabilitation.

After almost 3 months of serving as officer-in-charge, Engr. Nonilo Peña has been promoted as new chief of the Council’s Energy and Utilities Systems Technology Development Division (EUSTDD). He took his oath before Executive Director Dr. Rowena Cristina L. Guevara witnessed by Deputy Executive Director Engr. Raul C. Sabularse and the division staff. Engr. Peña replaced Engr. Darwin M. Rosales who resigned in August 2013.

Engr. Peña started as Science Research Specialist I, of the same division, when he joined PCIERD in 1988. He rose from the ranks and was promoted as Supervising SRS in 1995. He maintained this position until the PCIERD-PCASTRD merger to PCIEERD in 2010. Before joining PCIERD, he was a Field Engineer for 2 years in Atlantic, Gulf & Pacific (AG&P), an industrial process outsourcing (IPO) company providing fabrication and assembly, modularization and asset management services to the oil & gas, mining, power and civil infrastructure sectors.
